Southern Construction Framework (SCF), a leading construction procurement framework delivered by the public sector for the public sector in the South of England, has announced the tender for its 5th generation of the SCF Construct framework, which includes a new £1million+ value lot for the South West region.
Created to support public sector construction and development in the region across all sectors, including education, health, local authority and leisure developments, SCF Construct is available to all public bodies in the South East, London and the South West. This latest generation includes an additional lower value lot for the South West, between £1m and £5m, which SCF hopes will attract more bids from regional contractors.
Now open for tender, SCF is inviting contractors to express their interest in being part of the framework and requests to participate must be submitted by October 2022. The successful organisations will be informed in early 2023, ahead of the launch in May 2023.
The framework will give public sector organisations access to a full range of public sector construction solutions. This includes access to construct-only or design and build, construction, and management services. A commitment to provide a trustworthy, equitable, and ethical vehicle for delivery underpins the framework and a commitment to uphold its industry leading Carbon and Social Value targets.
SCF Construct in its 5th generation will be tailored to suit a wide range of projects, including:
South West (3 lots)
Larger value projects: £4m+ projects, allowing 10 providers across the whole region
Smaller value projects: £1-5m projects, allowing six suppliers across the East and West of the region
South East & London (2 lots)
South East: £4m+, allowing 8 providers across the South East region
London: £4m+, allowing 8 providers across the South East region
SCF is the market leader in Two Stage Open Book (2SOB) tendering, under which the framework will operate exclusively. This Government-recommended bidding process is part of an initiative to reform UK construction practices and is unique in the way it brings the contractor, stakeholders and suppliers together at the very start of a construction project.

Hero projects completed under SCF Construct framework include:
Grow Out Building 3, Exeter Science Park — Morgan Sindall, a three-storey 1,300 sqm net zero carbon and BREEAM-Excellent building, with flexible office and laboratory space. Funded by the HotSW LEP and the Government’s Building Back Better Fund as part of its Growth Deal programme as a flagship innovation project.
New Addington Leisure Centre, Croydon — Willmot Dixon, transformation of the western side of Central Parade in New Addington to provide community spaces, state-of-the-art sports facilities and eight new family homes. The development will provide high quality and modern leisure and community facilities acting as a significant upgrade to the current provision in the area.
Brixton House Theatre and Workspace — Galliford Try, the construction of Brixton House — a modern, purpose-built arts and community destination in South London. Part of the Somerleyton Road Development Project in partnership with the London Borough of Lambeth, the new buildings housing two fully accessible theatres (120 and 200 seating capacity), seven flexible rehearsal rooms, a creative hub with large public café and two floors of creative workspace.

The new generation SCF Consult complements the current SCF Residential and SCF Consult frameworks.
