‘A Community for Life’: work underway on sustainable Pendleton regeneration

The next significant phase of the transformative Pendleton regeneration project in Salford, Phoenix Quarter, has commenced construction promising a vibrant ‘community for life’.

Delivered through Lovell Together, a joint venture between Lovell Partnerships and Together Housing alongside SP+, the mixed-tenure development is focused on sustainable housing and meaningful placemaking, including the redevelopment of Clarendon Park.

Phoenix Quarter will offer 485 energy-efficient, low carbon homes including one- and two-bedroom apartments and two-, three-, and four-bedroom townhouses, ranging from two to three storeys.

With 30% designated as affordable homes – both shared ownership and rent – and more than 140 properties designed for older persons living (55+) this will be a truly inclusive and intergenerational development.

Paul Challinor, Managing Director for the North West and North Wales at Lovell, said: “Phoenix Quarter is testament to the power of collaboration and partnership, representing a four-year process of design, review, consultation, and collaboration with stakeholders, to deliver one of the greenest residential schemes in Salford.

“This scheme will prioritise lifetime living, placemaking and social outcomes, helping to contribute to Salford’s growth strategy and Greater Manchester’s ambition to build 75,000 new homes.”

Built to Future Homes Standard 2025 with timber frame construction, these fully electric, energy-efficient homes (featuring air source heat pumps, PV solar panels, and EV charging) will deliver significantly lower bills and emissions. The design prioritises adaptability, ensuring all housetypes meet NDSS standards, with over half designed to M4(2) accessible and adaptable levels, and several meeting M4(3) wheelchair user standards.

At the heart of Phoenix Quarter, the placemaking ethos is evident in the extensive public realm infrastructure, which will be overseen long-term by a local on-site delivery team.

Physical and mental wellbeing have been a core consideration too, with enhanced pedestrian and cycle routes connecting to the wider Greater Manchester ‘Bee’ network, and a new community allotment. The major redevelopment of Clarendon Park will feature a multi-use games area, skatepark, and inclusive play areas designed with gender equality in mind, encouraging community interaction, cohesion, and integration.

The development will welcome its first residents by the end of this year.

The previous phases saw the creation of new jobs, and it is great to see our partners committing to local employment opportunities and apprenticeships in the same way.”

Stantec (formerly Barton Willmore) developed the masterplan for this phase, providing planning, architecture, and landscape architecture services. Eddisons, AJP Engineering, and Amenity Tree are also advising SP+ and Lovell Together on the project.
